Khumbudzo Ntshavheni (born 30 January 1977) is a South African politician. She is currently a Minister in the Presidency.

Ntshavheni was elected to the National Assembly and appointed to President Cyril Ramaphosa’s cabinet in 2019. She has been a member of the African National Congress (ANC) and the ANC National Executive Committee since December 2022.

Early life

Khumbudzo Ntshavheni was born on 30 January 1977 in Sibasa, former Transvaal Province, South Africa. Her father was an owner of a general dealer’s store, while her mother was a worker in the taxi industry.

Her interest in politics and activism started when she was a teenager. She participated in youth activism in the Northern Transvaal during the late apartheid period and post-apartheid transition.

At 14 years old, Ntshavheni met Nelson Mandela during the Convention for a Democratic South Africa.

Education

Ntshavheni attended Mbilwi Secondary School, Sibasa. She obtained a BA Hons in Development Studies and a BA Hons in Labour Relations from the University of Johannesburg.

While in school, she was among the young student activists who mobilized and led the Congress of South African Students (COSAS).

In 2008, Ntshavheni bagged a Master of Business Administration from Bradford University, United Kingdom.

Career

Ntshavheni started as a junior lecturer at the University of South Africa. She later became the spokesperson to the Premier of Limpopo, Ngoako Ramatlhodi. She was the youngest and first female spokesperson for the Premier of Limpopo.

She has worked in many positions in Limpopo, South Africa. She served as Municipal Manager of Ba-Phalaborwa Municipality, Tourism Manager of Trade and Investment, and Chief Information Officer for the Department of Local Government and Housing.

In April 2008, She became the municipal manager of Limpopo’s Ba-Phalaborwa Local Municipality. She resumed service as the chief operating officer at the State Information Technology Agency (Sita) in 2010. She left Sita in 2014.

In 2014, Ntshavheni was appointed to an advisory panel on black industrialization by the Ministry of Trade and Industry. Public Enterprises Minister Lynne Brown appointed her as a non-executive director on the board of Denel for three years.

Her business interests included transport, consumer goods, and agriculture. She served as the founding director and chairwoman of Nkho Trading. While pursuing her business opportunities, she was an active member of the ANC.

In 2013, Ntshavheni joined a 22-person national task team tasked with rebuilding the ANC Youth League. She has served on the league’s National Executive Committee.

Ntshavheni was elected to the Provincial Executive Committee of the ANC’s Limpopo branch. She was the branch’s spokesperson from 2015 to 2018. She was recruited to Cyril Ramaphosa’s winning party presidential campaign (CR17) in 2017.

In 2019, Ntshavheni was elected to a seat in the National Assembly. President Cyril Ramaphosa appointed her the Minister of Small Business Development.

Following the demise of Minister Jackson Mthembu, Ntshavheni became the acting Minister in the Presidency in January 2021.

In August 2021, Ramaphosa reshuffled his cabinet and appointed her Minister of Communications and Digital Technologies.

Khumbudzo Ntshavheni returned to the Limpopo ANC’s Provincial Executive Committee in June 2022. In December 2022, she was elected to the ANC National Executive Committee at the ANC’s 55th National Conference.

After another reshuffle in March 2023, President Ramaphosa announced her appointment to succeed Gungubele as Minister in the Presidency. As a minister, Ntshavheni receives a salary of R2.68 million.
